February is the coldest month in Hokkaido, home of the Sapporo Snow Festival in early February. In Tokyo and Kyoto it is cold but sunny, and plum blossoms start appearing late in the month. Fewer tourists than spring makes it a good value month — dress warm and you will have temples nearly to yourself.

☀️ By day

Insulated coat, thermal base layer and a knit — dress warmer still if heading to Hokkaido.

🌙 Evening

Layer a fleece under your coat; plum-blossom evenings are crisp.

Dress code

  • Cover shoulders and knees at temples and shrines; a light cardigan solves it in summer.
  • Shoes come off in temples, ryokan, some restaurants and fitting rooms — slip-ons and clean, hole-free socks save time.
  • Very revealing or low-cut tops stand out more than short hemlines; locals dress modestly up top.
